Clean-up:

• Remove legacy Python <3.11 code
• ome_zarr/writer.py:711: FutureWarning: Passing storage-related arguments via **kwargs is deprecated. Please use the 'zarr_store_kwargs' parameter instead. **kwargs will be removed in a future version.
• Employ https://image.dask.org/en/latest/installation.html for processing operations (e.g., labeling)

      • .write: add option to re-order axes if required for target file format
      • .slice: generic slicing implementation based on normalize_frame_number from Update spot_detection_2d: Add local_max detection method galaxy-image-analysis#220 and New Tool: Extract frames with CV2 galaxy-image-analysis#207

  • .tabular (cf. GIA103)
    • Tools related to pandas and TSV reading
