feat: Add a dummy GET endpoint for user profiles

Description

The frontend needs to build a profile page, but we don't have a database yet. Let's provide a hardcoded mock user response.

Requirements

• Create a GET route at /api/v1/user/me.
• Return a static JSON object containing a dummy username, joinDate, and accountTier.
