Vale linting — fix existing warnings and enforce in CI

Summary

Currently Vale runs with continue-on-error: true across all repos because existing docs have spelling/style warnings. Clean up the warnings and enforce Vale strictly.

Tasks

• Run vale docs/ locally on each repo and catalog all warnings
• Fix legitimate issues (spelling, style, passive voice, etc.)
• Add false positives to .vale/styles/config/vocabularies/ accept lists (technical terms like VMs, FSLogix, SOFS, Bicep, etc.)
• Remove continue-on-error: true from all deploy-docs.yml workflows
• Verify all repos pass Vale strict mode in CI
