Increase request size limit #1721
Description
Currently the size limit per request is 30mb. This could become a standard/premium offering to allow the user to decide how large to allow requests, especially since when requests are being rewritten to /api/ backends.

Provide ARM and UI setting to allow the user to input a max. request size, defaulting to 30mb if standard or premium SKU
Describe alternatives you've considered
Per #467 batching or blob storage access are hacky workarounds
