"Persistent storage account" dropdown doesn't refresh automatically

Newly created and added persistent storage name didn't show up in the creating hub blade.

Repro step:

1. Create a new Web PubSub resource.
2. "Configure Hub Settings" -> "Configure Persistent Storage" -> "Create New", create a new Azure Storage account, then add the storage account as a sub resource.
3. Check the dropdown of "Persistent storage account" , the new persistent storage sub-resource doesn't show up.
