Allow the user select SQL Server edition at deployment time

Currently all VMs deploy SQL Server Dev edition, which does not allow for the complete experience, i.e. DEV edition does not provide PERFORMANCE DASHBOARD access.

if during deployment, the user selects between the options: DEV, STD, Enterprise - than that edition would be used for all VMs.
