Need to install RustCargo

I get everytime an error message installing the requirements.txt

After installing Rust Cargo everything runs smooth.

Probably add this also into readme file for setting up the environment?

Cargo, the Rust package manager, is not installed or is not on PATH.
This package requires Rust and Cargo to compile extensions. Install it through
the system's package manager or via https://rustup.rs/
