Error when selecting Course theme during onboarding

Quick summary

When selecting the Course theme and clicking on Continue, an error screen is displayed.

Also, there is a Javascript error in the console:

ThemeNotFoundError: The specified theme was not found.

Steps to reproduce

1. Create a Commerce site
2. In the goals step select "Create a course" and "Sell services and digital goods".
3. Find the Course theme, select it and click Continue
4. The We've hit a snag error screen is displayed

The user can select another Theme, and then change and activate the Course theme after the onboarding

I was able to replicate this using the goals "Create a course" and "Sell services and digital goods", but it didn't happen when I tried doing it only with "Create a course".

I saw the "We've hit a snag" more than a couple of times, and it usually happens when the site transfers to AT correctly, so we(Happiness) usually need to try again or ping Fusion to help with the transfer.
