Global opt-out list #208
Description
We have lists like this one in a bunch of parts of this CLI, and also over in the Orchestral Ostrich. https://github.com/Automattic/team51-cli/blob/trunk/src/commands/stats-woocommerce-orders.php#L93
We should make one single list that both tools pull from, and make that easily updatable by anyone on the team. Maybe like how the SafetyNet does the plugin denylist txt files.
