The ISO3166 standard actually have nothing to do with phone numbers. It is about country identifiers in two letters (alpha-2), three letters (alpha-3), three digits (numeric-3), and country names. So, possible mobile number prefixes and possible phone number lengths are not part of ISO3166. It actually took me a while to figure this out at the beginning.
In case of any future confusion, we may need a better name for it.
