allowMovement causes teleport to spawn when player move beyond allowedMovementRadius #3081

What behaviour is observed?

When a player goes beyond the allowedMovementRadius, they are teleported to spawn, which is unacceptable on a server without teleports.

Expected behaviour

When a player goes beyond the allowedMovementRadius, they should instead be teleported back to the point where they crossed the boundary, or simply be prevented from leaving the boundary at all.
