现阶段特斯拉塔的冷却机制如下：如果在冷却到2s时充能，充能结束后只需要等2s即可触发一次雷电。也就会引出一个问题：如果不用避雷针输出信号之类的手段检测，玩家永远不知道冷却到啥时候了
希望改为：结束充能和刚放下后固定4s冷却触发雷电
注：现在物品收集器好像也是这样
