Timemargin configuration

Currently timemargin is hardcoded to 250ms which makes testing time control changes unreliable, especially for 0 increment scenarios. For example the shitty Kaggle event.

It would be nice to have it configurable when creating the test, it could default to a reasonable value like 250 but for some tests it does make sense to bring it down to 0 since not all tournaments include a margin
