Goal

Make preview builds easier to install and evaluate.

Scope

• Define the release packaging path for the WinUI 3 app.
• Document signing or sideloading requirements.
• Publish repeatable build artifacts when the project is ready.
• Keep preview releases clearly marked until installation is stable.
