[BUG]: File creation dates January 1, 1970

Is there an existing issue for this?

Current Behavior

Container is built with all files having a date of January 1st, 1970.

This may not have any major effect on the system itself.

Expected Behavior

Files should have a date related to the container build date.

Steps To Reproduce

ls -lah /

Search terms

date, 1970

[kfox1111]

I believe this is expected. Bootc uses old times to create reproducible builds.
