Improve tutorial, README & Documentation

• Use Sphinx to create a ReadTheDocs HTML using existing doc-strings
• Create JupyerNotebook tutorials which are more 'interactive'
• Update tutorial data-sources to use standard map projections (e.g., OSGB) and retain geospatial metadata
• Improve, enliven & expand on README
