Annotation Queue FE - Checkpoint 4: Add missing features and bug fixes

Scope

• Child span annotation - (blocked by Backend)
• Assignment - (the scope is clear, it should not restrict other users from annotating it, and it is for distributing the work)
• Add testset to annotation queue - (align with JP)
• Preventing duplicate trace addition at the system level - (Blocked by backend: JP proposed computing scenario_id from a hash of trace_id/testcase_id to prevent duplication at the data level)
• Repeats - (align with JP)
• Showing if a trace is already in a queue - (UX improvement: when adding a trace to a queue, indicate if it's already part of that queue)

What's included

• Bug fixes from both backend and frontend
• New feature addition on the frontend, like assignments, add testset to queue, repeats
• UX improvements
