With postquantum crypto AG couldn't connect via QUIC

Issue Details

Steps to reproduce:

1. Enable postquantum crypto
2. Enable QUIC
3. Connect to any location

Expected Behavior

It should connect via QUIC as just with disabled postquantum

Actual Behavior

It only connects via HTTP/2, but if to disable postquantum then it connects via QUIC. Just the same on Android version.
