Release versions

It would be good to have a stable version out by now. Try and move away from Snapshots as projects using this library wouldn't want dependency on snapshots. Did you think about hosting it on maven central yet?

Yes, you are right. That's exactly what I thought.

I released the first version - v0.1 last year. And the latest - v0.3.0 last month. Checkout http://search.maven.org/#search%7Cgav%7C1%7Cg%3A%22net.achalaggarwal.arbiter%22%20AND%20a%3A%22arbiter%22
Releases are tagged in git as well - https://github.com/Achal-Aggarwal/arbiter/releases
I am planning to add some more tests to check its stability and then I'll release first major version 1.0.0.
