This was reported by Neil Hughes during testing of the Paclink 5.0 prerelease builds. This issue also seems to exist in Paclink 4. Unfortunately, I don't know much about how the NMEA protocol works with Icom radios (nor do I have any Icom marine radios) so I can't debug this further for the time being.
However, implementing #19 may resolve this as Hamlib has support for the M802. For a more immediate fix, RadioIcom.cs would be a good place to look.
