Adaptive realtime polling based on scan interval

• Use time gaps between first downloaded radar files to estimate expected next-arrival interval, then reduce unnecessary 30s polling while waiting.
• Dynamically wake near predicted arrival time, then increase polling frequency close to expected scan availability.
