Add a way to obfuscate kill credits.

Description:
A command that players can toggle that obfuscates their kill credit. This is helpful for more covert missions and pirates. However, an obfuscated kill credit should still have the killers name in the plugin record (for API purposes).

What it should look like:
/killcreddit false
Combat - Player1 was sunk by la2%4)sd

This sounds like a cool feature!

There's a few additional things that I'd like to have added/changed:

1. The setting should not persist over reboots to simplify the code.
2. I'm not sure how I feel on the false/true command, maybe there's a better way to do it (toggle)?
3. There should be a permission to run the command (added to plugin.yml & default to ops).
4. There should be a permission to bypass the obfuscation (added to plugin.yml & default to ops).
5. I'd probably throw the command in the tracking folder and put the setting map in the damage tracker.

I've done it for the most part, all I need is to know where the string for these kill feeds are actually constructed. I need to somehow intercept it and interject the Minecraft obfuscation format onto each of the cause's names before the broadcast message is sent.

The sink messages are constructed in the sink listener in DamageTracking.java, and the release messages are constructed in the release listener.

Okay, thanks I found it. Now for the function itself, should I just scramble the killer's name or should I just remove the kill message entirely?
