WWV and WCY not processing

Solar data from WWV and DK0WCY are not being processed.
Executing the commands sh/wwv sh/wcy yields "no wwv entries" and "no wcy entries".

Since the wwv data is not being persisted in the database sh/muf also fails due to the lack of WWV data.

WWV and WCY ingestion/storage are working in the current tree. The parser now classifies and persists WWV/WCY bulletins, and show/wwv and show/wcy return stored entries instead of empty results. Closing as resolved in the current tree.
