feat(dashboards): add comprehensive Fail2Ban monitoring section to security dashboard

- add service status, ban statistics, and rate monitoring panels
- include top attacking IPs, active bans, and ban events timeline
- add hourly ban distribution and recent ban/unban events tables
- enhance systemd services dashboard with failed services panel
- clean up array formatting in dashboard configurations
