Heliarch license breaking

Playing with 13 mods, I've noticed that Mega Freight was the one that interfered with the heliarch license obtention.
All conditions to get it were met and upon landing on any coalition world, the message to notify that you're eligible to get the license doesn't show up.
Took the exact same save, disabled mega freight and got the message.
I tried different combinaisons of active mods with no avail.
Tried looking through the txt files but no mention of coalition space or heliarchs, (except "mvanillaOverride.txt" which mentions the heliarch ships) so I have no clue on how to pinpoint the origin of the problem.
Playing on 0.10.8 through Steam.

Probably another problem with minor mission that the game like to overuse because they don't have proper priority system..
Attempted to fix that on a few remaining stuffs with the last commit. There shouldn't be anything else that'll perma-disable these annoying, easy to accidentally disable missions...
