Fix timestamp conversion in api/logs and fetch parameters in api-client

This issue aims to resolve two identified problems:

1. Fix or standardize the method for converting timestamps in the api/logs module.
2. Fix the usage/order/format of parameters passed to the fetch function in api-client to ensure correct request handling and compatibility.
